Head skin has to be taken off (pulled off) from a cow properly, in a way that it is not heavily deformed or damaged (sliced) by a knife. Basically, head skin has to consist of a whole face with ears and a gob. Big horns need to be removed, but small horns from young cows can be left on the skin.

Cow raw head skin need to be flayed in known standards and needs to contain all anatomic parts – head skin, ears, and gob.
